I am not sure if you can transfer it to a bank in that country. If they do, you would be able to enter your routing number and bank number. You may be better off getting the paypal debit card. The funds are automatically on your card, and you can use it at any store, or go to an ATM and take the cash out.

Yes you should be able to do that. Here's a list of countries supported by Paypal

For Albania, they have mentioned that you can withdraw money to your credit or debit card so you should be able to withdraw the money through your debit or credit card.
