I just heard of a case that retailers are being scammed by consumers. It works like this, they buy something online and pay via Paypal, after the item is sent they ask PayPal for the refund and PayPal does it and they receive the item anyway!! Can this really be for real??

If you are talking about charge-backs. Then yes. This happens a lot, but only to people who do provide tracking when they ship a product. The buyer can simply opn against you with Ebay, and Paypal. Then say they never received the product. That way they get their money back. Plus the product.

And no one can do nothing about that? Basically the sellers get scammed and what then, it's a huge loss on their business! What's the course of action they should take?

This is a huge issue with Paypal and Ebay. The fault is the sellers. In order to protect yourself as a seller you need to ship using a method that the receiver must sign for. it doesn't eliminate all of the scams, but it makes the claim of "Item never received" impossible. It does mean sending the item in a more expensive manner, but that extra expense can be passed on to the buyer. The scam works both ways. Sometimes one pays for an item and it is never sent because it didn't exist in the first place.

OK, that was a good explanation Lostvalley guy, thanks. So basically the delivery has to be made in hand or upon a signature to confirm the delivery and this problem is solved, so I just don't get why PayPal and Ebay don't make that mandatory to eradicate this problem?

Because the extra cost would simply turn off a lot of buyers if it would be mandatory to have every delivery hand delivered, with a signature retrieved. I dislike having to pay for a product that's already expensive and then see the tax and shipping fees added to make it cost even way more money than it should. I do agree though, that something needs to be done about this issue.

Yes, that is true too, if the shipment value is too high sometimes it's not worth it to buy online. But hey, for expensive products it's surely worth it to get that system or else we can get ripped off in some hundred dollars and that is not nice at all. Just for cheaper items that is an issue.
