Camera Confusion: Time to Upgrade?

    I am looking to upgrade my camera equipment, but I want to do it in the most cost effective and the most beneficial way I can.
    Here's my dilema:
    I am wanting to upgrade my gear. I am currently using a Canon T2i along with these lenses:
    Canon 50 mm 1.8
    Canon EF-S 55-200 mm 1:4-5.6 IS
    Canon EF-S 18-55 mm 1:3.5-5.6 IS
    My question is, do I need to upgrade my body to a full frame 6D or invest in L glass? So get a new camera, or new lenses?
    My new setup would be:
    24-70 2.8 L or 24-105 IS 4.0 L
    70-200 4.0 L
    Or
    Upgrading to the 6D and a L lens

    From my research I am leaning towards buying two lenses 24-70 2.8 L and 70-200 4.0 L instead of upgrading the body and getting one L lens. I think it may be a little more cost effective this way.
    The reason I am wanting to upgrade is because low light landscapes have a too much noise with my current ISO.
    The main things I shoot are, portraits, landscapes (including panoramic), sports, and occassionally videos.
    How can I get the most bang for my buck? Any feedback is really apperciated!
