Sometimes cable/internet/telephone providers will make "franchise-agreements to create local monopolies." Those agreements often include discounts for certain groups---like discounts on Comcast's services for low-income- & elderly residents of St. Paul, Minnesota. But--Log In--sometimes you have to ask for it specifically (occasionally even when the customer-service rep.s deny that there's a discount!)
