    "Upon completion of purchase requirement"? That doesn't sound very "free" to me. Maybe I'm missing something here.

    In my way of thinking nothing is 100 percent "free." Free samples are ways of getting people familiar with a product so they buy it instead of other products.

    As for "upon completion of purchase requirement" it can be written many ways but usually means: completion of participation requirements which can include taking surveys, requesting information, and purchasing products.
