I am definitely of the leash it or lose it philosophy. In most places dogs are supposed to be on leash in my city. There are rules about the length of the leash as well. Specified trails and dog park are available for those who want to let their pets run around off their leash. Why do so many dog owners fail to comply with the rules? I see dogs run out into the road. I have seen a couple of dogs get hit when running onto the road as well. I have had dogs jump up on me because their owners are hopeless. I don't dislike dogs, but if you can't control one, you have no business owning one.
