Although buying a regular voicemail plan is much more intuitive and not much more expensive, there are ways to get free voicemail through call forwarding. When you're in a financial bind, consider free phone line services. I use FreePhoneLine.ca (I live in Canada), however I'm sure there are alternatives! Voicemail can be very important when you're looking for work or business, and so I've found that finding a free phone line has actually saved me!
But every phone you get whether it is a land line or a cell phone has voicemail included with it so maybe I am not following...are you lacking any viable phone to begin with? If so, having voicemail isn't going to help you because you don't have a phone to call potential employers to set up a meeting.
