I am not sure if this would be available in your State. I am in Ohio, USA. They offer a program that is called the Pipp Program or Pipp Plus program. It is a program that helps people with utility bills. If your income is at or below a certain amount you would qualify and then you would only pay a certain percentage of your actual full utility bills (gas and electric) per month. Considering the very high cost of utilities these days, you could ask around to see the offer that program or a similar program in your State. I am not sure about other countries but I am in the USA.
