It is a bit difficult to penalize a model for promoting certain good unless it's a blacklisted product. There're lot of celebrities out there who do ads for soft drinks. This is like promoting or telling someone to consume it while they themselves will seldom do it. It is purely done for money, and enforcement of law is not possible here. It is someone's conscience to decide what to promote and what not to.
